Mobile operators need to increase revenue from each customer in a competitive market; one of the best methods is to provide rich content to customers. However, users will pay only for the content that interests them.
Viruses, worms and trojans must also be kept from reaching mobile handsets while operators may wish to ensure that customers do not use applications that threaten revenue streams (such as VoIP applications that can decimate call revenue).
Enterprises may want to restrict access for their employees to non-productive content and carriers/ISPs may want to ensure that children are kept away from adult material.
To remove the management burden, customers need to be able to self-select their own content requirements via a simple web interface. In some countries, access to particular content is illegal, so a system needs to block access to this content completely.
